Sociabilidad y lazos sociales en las perceptoras de políticas sociales. Un estudio de caso en un barrio de la periferia sur de La Plata

| Resumen: | Esta tesis tiene como objetivo general comprender la sociabilidad y describir la vida cotidiana a partir del análisis de los lazos sociales de las perceptoras de políticas sociales en un barrio pobre de La Plata el período 2012- 2016. Las intervenciones sociales del Estado para atender las situaciones de vulnerabilidad y pobreza, los lazos sociales que tejen las mujeres en el territorio y la cotidianeidad que transcurre entre el hogar y las organizaciones del barrio forman parte de los elementos que se ponen en juego en la configuración de la sociabilidad. De aquí se desprenden los siguientes objetivos específicos: a) Analizar la implementación de las políticas sociales que han percibido las mujeres del barrio; b) Analizar las características de la sociabilidad de las perceptoras de políticas sociales en un barrio pobre de La Plata; c) Describir y analizar los lazos sociales y el capital social que se moviliza entre las perceptoras e instituciones del barrio -que forman parte de la implementación de las políticas sociales-.; d) Caracterizar la vida cotidiana de las mujeres destinatarias de políticas sociales. El trabajo de campo lo efectué en un barrio de Villa Elvira donde sus residentes se desplazan por el mercado informal y precario de trabajo cuando no se encuentran desocupados y viven en condiciones de pobreza; estas condiciones explican que resultan imprescindibles las intervenciones sociales del Estado y de los lazos sociales para sobrevivir. Las políticas sociales de las que han sido y son destinatarias las mujeres del barrio son principalmente el Plan FinEs, la Asignación Universal por Hijo y el Programa Ellas Hacen. También han sido perceptoras del Plan Familias y el Plan Jefes y Jefas de Hogar entre otros. Este estudio lo realicé desde una metodología cualitativa ya que me permitió recuperar las perspectivas y sentidos de las mujeres sobre la implementación de las políticas sociales en el barrio, los vínculos que mantienen con vecinos/as y organizaciones e instituciones del barrio y las tareas que realizan en su cotidianeidad. This thesis has the general objective of understanding sociability and describing daily life from the analysis of the social ties of the recipients of social policies in a poor neighborhood of La Plata the period 2012-2016. Social interventions of the State to address situations of vulnerability and poverty, the social ties that women weave in the territory and the daily life that takes place between the home and the neighborhood organizations are part of the elements that come into play in the configuration of sociability. The following specific objectives derive from: a) Analyze the implementation of social policies that the women of the neighborhood have perceived; b) Analyze the characteristics of the sociability of the recipients of social policies in a poor neighborhood of La Plata; c) Describe and analyze the social ties and social capital that is mobilized between the recipients and institutions of the neighborhood -which are part of the implementation of social policies-; d) Characterize the daily lives of women targeted by social policies. The fieldwork was carried out in a neigh job market when they are not unemployed and live in poverty; these conditions explain that the social interventions of the State and social ties are essential to survive. The social policies that the women of the neighborhood have been and are targeted are mainly the FinEs Plan, the Universal Child Allowance and the Ellas Hacen Program. They have also been recipients of the Family Plan and the Heads of Household Plan, among others. I carried out this study from a qualitative methodology since it allowed me to recover the perspectives and senses of women on the implementation of social policies in the neighborhood, the links they maintain with neighbors and organizations and institutions of the neighborhood and the tasks they carry out in their daily lives. |
