Crisis de hegemonía y nuevos escenarios geopolíticos. El ascenso de China en clave multipolar

| Resumen: | El presente artículo se propone aportar a los debates actuales sobre la reconfiguración geopolítica del sistema internacional, las disputas en el sistema-mundo moderno y la emergencia de nuevos actores que transforman la estructura del poder en el escenario global. En este marco, en el trabajo se realiza una caracterización de la crisis sistémica del orden internacional configurado después de la Segunda Guerra Mundial, lo que habilita las posibilidades de tránsito hacia una "nueva gran divergencia" o una "transición civilizatoria". Por otra parte, los debates sobre la crisis del orden internacional son puestos en relación con los aquellos sobre la transición hegemónica en curso, puntualizando en las dimensiones que permitieron la consolidación de la hegemonía norteamericana y su posterior declive. Esto nos permitirá plantear el debate sobre la posibilidad del ascenso de una "nueva hegemonía" en un futuro próximo o si el sistema mundial transita hacia orden "no hegemónico". Las preguntas planteadas en la presente ponencia intentan aportar elementos para el debate sobre la crisis de hegemonía estadounidense y el ascenso de la República Popular China en el escenario global, centrándonos en su condición contrahegemónica, el crecimiento de sus capacidades materiales y sus estrategias para la disputa del poder global. This article aims to contribute to current debates on the geopolitical reconfiguration of the international system, disputes in the modern world-system and the emergence of new actors that transform the structure of power on the global stage. In this framework, the work makes a characterization of the systemic crisis of the international order configured after the Second World War, which enables the possibilities of transition towards a "new great divergence" or a "civilizational transition." On the other hand, the debates on the crisis of the international order are put in relation to those on the hegemonic transition in progress, pointing out the dimensions that allowed the consolidation of North American hegemony and its subsequent decline. This will allow us to raise the debate about the possibility of the rise of a "new hegemony" in the near future or if the world system moves towards a "non-hegemonic" order. The questions posed in this presentation attempt to provide elements for the debate on the crisis of American hegemony and the rise of the People's Republic of China on the global stage, focusing on its counterhegemonic condition, the growth of its material capabilities and its strategies for the dispute for global power. |
