La Nueva Ruta de la Seda en Sudamérica ¿"Extensión natural" de la iniciativa o manifestación de un nuevo momento geopolítico mundial? Análisis de los proyectos de infraestructura en la región (2018-2021)

| Resumen: | El presente trabajo se propone caracterizar la forma que ha adoptado la Iniciativa de la Franja y la Ruta en Sudamérica, haciendo hincapié en los proyectos de infraestructura que se desprenden de la adhesión de ocho países de la región a la misma, entre 2018 y 2021. Para ello, en primer lugar, se describen los proyectos de infraestructura objeto de estudio, haciendo hincapié en qué consisten, dónde están ubicados y la cantidad de recursos invertidos. A su vez, se analiza la funcionalidad de dichos proyectos, dando cuenta si están orientados al transporte, energía, extracción de recursos primarios, telecomunicaciones, entre otros. Por otra parte, se busca dar cuenta de la participación de actores estatales y no estatales en la financiación y gestión de dichos proyectos. Finalmente, se examinan qué actores impulsan estos proyectos de infraestructura y qué sectores económicos se benefician con los mismos. This work aims to characterize the form that the Belt and Road Initiative has taken in South America, emphasizing the infrastructure projects that arise from the accession of eight countries in the region to it, between 2018 and 2021. To do this, first, the infrastructure projects under study are described, emphasizing what they consist of, where they are located and the amount of resources invested. In turn, the functionality of these projects is analyzed, taking into account whether they are oriented to transportation, energy, extraction of primary resources, telecommunications, among others. On the other hand, it seeks to account for the participation of state and non-state actors in the financing and management of said projects. Finally, we examine which actors promote these infrastructure projects and which economic sectors benefit from them. |
