Estado y política bibliotecaria : la inspección en bibliotecas populares bonaerenses (1908-1929)

| Resumen: | La presente investigación se inscribe en el ámbito de los estudios históricos sobre las bibliotecas populares en Argentina, instituciones bibliotecarias sin fines de lucro, creadas y gestionadas por iniciativa de la sociedad civil. Concretamente, busca conocer de qué manera se relacionaron estas instituciones con la Comisión Protectora de Bibliotecas Populares, repartición estatal creada para regular e impulsar su actividad, tomando las visitas de los inspectores, agentes de la oficina, como punto de contacto entre las bibliotecas y el estado. El arco temporal recorrido abarca desde 1908, momento en el que se restituye la Comisión Protectora de Bibliotecas Populares tras haber cesado su actividad en 1876, hasta 1929. La investigación se llevó a cabo utilizando como fuentes documentales las leyes, decretos y regulaciones legales que rigieron la actividad y alcance de la Comisión Protectora de Bibliotecas Populares y los informes de inspección redactados por los inspectores en sus visitas a las instituciones. Con este conjunto documental, en primer lugar, se analiza la figura del inspector de bibliotecas: cuáles eran sus atribuciones y el alcance de su campo de acción, con qué saberes, burocráticos, legales y bibliotecarios, contaba para llevar a cabo sus tareas. En segundo lugar, se identifica cuáles fueron los aspectos del funcionamiento de las bibliotecas populares que se evaluaron en los momentos de inspección, y que determinaron si las bibliotecas accedían o no a la subvención estatal. A través del estudio, obtuvimos algunas respuestas sobre cómo se construyó y funcionó la inspección por parte de la Comisión Protectora de Bibliotecas Populares sobre las bibliotecas, y cómo se estableció la relación entre estos agentes. This research inscribes in the field of historical studies on popular libraries in Argentina, non-profit library institutions, created and managed by the initiative of civil society. Specifically, it seeks to know how these institutions were related to the Comisión Protectora de Bibliotecas Populares, a state department created to regulate and promote its activity, taking visits from inspectors as a point of contact between libraries and the State. The time span covered covers from 1908, when the Comisión Protectora de Bibliotecas Populares was restored after having ceased its activity in 1876, until 1929. The research was carried out using the laws, decrees and legal regulations that governed the activity and scope of the Comisión Protectora de Bibliotecas Populares and the inspection reports drawn up by the inspectors during their visits to the libraries as documentary sources. With this body of documents, first of all, we analyze, the figure of the library inspector: what their attributions were and the scope of their field of action, as well as which knowledge, bureaucratic, legal and librarian, they counted with to carry carry out their tasks. Secondly, it is intended to identify which were the aspects of the operation of the popular libraries were evaluated at the inspection instances, that determined whether the libraries had access to the state subsidy or not . At the end of the investigation, we obtained some answers about how the inspection over popular libraries was built and implemented by the Comisión Protectora de Bibliotecas Populares, and how the relationship between these agents was established. |
